| We should keep a registry of who owns what animal as a means to fight animal cruelty. If we know certain people have a certain amount of animals, we can keep a closer eye on them. Also, if someone is known for being violent or murderous towards animals and tries to purchase a pet, it would be flagged down immediately. |
