Head of State Archon Admiral Etihad Polopolos has largely decline to involve Kalopia in firegn affairs, preferring to focus on domestic policy, securing Kalopia from Communism and guiding the economy towards free market growth after several years of state interference and collectivization.
However, the rebellion in Deltaria by leftist elements ( http://classic.particracy.net/viewbill.php?billid=376453
) has concerned him over the last few years. The Archon has attempted to avoid Kalopian entanglement in another states affairs, but Deltaria is our neighbor, and the effect of the conflict our spilling over the border. Thus after discussion with the cabinet, he has decided upon the following policies;

• Recognising the Czarist faction as the legitimate government of Deltaria.
• Espousing pro-Czarist policies without directly intervening in the civil war.
• Removing restrictions on the sale of conventional weapons to the Czarists.
• Providing credit for the Czarist to purchase arms, foodstuffs and raw materials from Kalopian companies.
• Impounding arms that move through Kalopian territory and waters destined for rebels in Deltaria. This means that ships suspected of transferring arms will be searched, if they move through our waters. Said arms will be made available to the Czarists for free.
• Sealing the Kalopian/Deltarian land border in areas where the rebels have control.
• Allowing Czarists access to Kalopia in order to provide for DEltarians refugees displaced in Kalopia.
• Arresting any known Rebel Feltarian figures attempting to locate or operate from Kalopia.
• Allowing Czarists to recruit in Kalopia for the Czarist armed force and medical units.
• Establishing the Kalopian Legion. A body of 30,000 volunteers drawn from the ranks of the Kalopian Armed Forces to operate under Czarist control and at Czarist discretion in Deltaria.
• Aiding other Kalopian volunteers to join Czarist forces

However, as already mentioned, direct intervention will not occur, and the Archon expresses his belief that other nations should not directly interfere in Deltarian internal affairs. The Archon also expresses his belief that the legitimate government of Deltaria will win through, and that they should follow the example of Anti-Revolutionary forces in Kalopia that successfully defeated Communism after years of struggle. Deltaria will emerge stronger.
