| Seeing that the Federal Republic lives no more, and seeing that those still loyal to its illegitimate practices and values have been defeated, the Czarist Rada moves to refound the state on a new basis, in line with our sacred traditions and system of government. All the institutions of the old Federal Republic are hereby declared to be terminated, to be replaced by new institutions, not founded on bastardized Artanian ideas. The National Forum, President, Council of Ministers, Premier, and Supreme Court, as foreign institutions with no roots in Deltarian practices, are henceforth disbanded, and replaced with the following Czarist system of government. 1. The Veche (a) The highest local legislative and judicial authority in the Deltarian Czardom shall be the Veche (Vec/Věc), or Thing (Þing/Ting). The Veche shall be the primary form of local self-government, and shall be in charge of legislative and judicial affairs not belonging to the central government; (b) There shall be a veche for each subdivision of the Czardom, moving from the lowest to the highest. The Barónstvo, Grófstvo, and Markíztvo veches will elect the Vojvodstvo veches. The six Voivodeship veches will elect the Czarist Rada from their members; (c) The Holy Sobor shall act as the veche for the Holy Lands; (d) The veches will consist of the following members • large landed proprietors, i.e. the landed nobility, who sit in person; • local higher clergy (Kardináls and Arcibiskups), who sit in person; • delegates of the lower clergy (deacons, priests, monastics); • delegates of the small landowners; • delegates of the wealthier townsmen; • delegates of the less wealthy urban classes; • delegates of the peasants, elected by the volosts. 2. The Volosť and the Občina (a) The basic unit of peasant organization shall be the občina. The Občina shall be a peasant community where peasants hold their land in communal ownership; (b) A number of občinas are united into a volosť, which is governed by elected delegates from the občinas. These elect an elder (starší) and a court of justice (súdny dvor). 3. Barónstvo, Grófstvo, Markíztvo, and Vojvodstvo (a) The Deltarian Czardom will be divided into six Voivodeships, or Duchies (Dolinka, Alazinder, Ushalande, Dissuwa, Doron Akigo, Holy Lands). Each Voivodeship shall be headed by a Vojvoda (Voivode or Duke), a local noble whose title is granted by the Czar; (b) A March (Markíztvo) shall consist of each large city, and will be presided by a Marquess or Machioness (Markíz/Markíza), whose title is to be granted by the Czar; (c) A County (Grófstvo) shall consist of each large to medium sized town, and will be presided by a Count or Countess (Gróf/Grófka), whose title is to be granted by the Czar; (d) A Barony (Barónstvo) shall consist of each small town and group of villages, and will be presided by a Baron or Baroness (Barón/Baróna), whose title is to be granted by the Czar; (e) The Pápež of the Terran Patriarchal Church shall be the Vojvoda of the Holy Lands. 4. The Czarist Rada (a) The Czarist Rada (Cisárska Rada) shall exercise the legislative powers of the Czar in the Deltarian Czardom; (b) The Czarist Rada shall consist of 380 delegates from the veches of the Voivodeships, elected from their members; (c) The Rada shall be elected every four years. 5. The Czar Court (a) The Czar Court shall exercise the executive powers of the Czar in the Deltarian Czardom; (b) The Czar Court shall be formed of the twelve closest advisers to the Czar, chosen by the Czarist Rada every four years; (c) The Czar Court shall be presided by the Dvorný Radca (Court Advisor), chosen by the Czarist Rada from its members. 6. The Czar (a) The highest legislative, executive, and judicial authority in Deltaria shall belong to the Czar and Autocrat of Deltaria; (b) The title of Czar and Autocrat of Deltaria belongs to Dušan the Third z Čestibor and his legitimate heirs on the male line, with the perpetual exclusion of females and their descendants, following the principle of male primogeniture; (c) The sole legitimate Imperial Dynastia of Deltaria is the Čestiborovská Dynastia; (d) Should the Čestiborovská Dynastia die out, the Czarist Rada has the responsibility of finding a new dynasty among Deltaria’s noble families; (e) The Czar has the right to declare war and make peace, represent the Czardom abroad, conclude treaties and alliances, and accredit and receive ambassadors. In the case of a non-defensive war being declared, consent of the Czarist Rada is required. The Czar also has the right to veto any law passed by the Czarist Rada, which veto can be overridden by a two thirds majority. As supreme judge of the Czardom, the Czar shall have ultimate and discretionary appellate jurisdiction over all courts of the Czardom. |

| Message | OOC: Ok, so this is a Czarist system of government I designed for Deltaria. I took inspiration from the political system of the Russian Empire, the German Empire, and the IG government of Deltaria during the Czarist Era. I tried to combine autocratic, aristocratic, and democratic elements into a more or less coherent form of governance. Most importantly, this would be a system quite distinct from other PT nations that can still work within the limits of game mechanics. If there is anything that you want changed or added, feel free to mention that. |
