Be it enacted by this holy body,

That in order encourage further corporate investment in the empire's industry and economy that the process of eminent domain be made legal. Furthermore, to be fair to the corporations, the government, and, of course, the citizens and subjects who own the lands being sought after that a neutral third party shall determine the proper compensation for the lands obtained under the use of eminent domain.

We support this, however, legislation that excludes corporations from seizing property, and where the owner determines compensation, and the price may be appealed if deemed to high would be more preferable.
