Hey everyone, So to help those that are new and those of us that get lost in the tangled web of details that is our governmental structure I will try to layout how it works. I will try to have these filled in soon. I. Overall Overview: There are in theory four levels of government within the empire, though the top two tend to crossover several times. A) Imperial Governmental Level Rules over the entire empire. This includes the colonies and the homeland. Decisions made at this level affect all aspects of the empire. It does not however rule over lands that are held in Union (Alduria and Mordusia), but it does rule over vassal states (Yishelem). For structure see below. B) National Governmental Level Rules over either the homeland or the respective colony's lands. For the homeland, it is the same as the Imperial Level. For the colonies it is a separate government all together that rules itself according to the colony's laws and customs. C) Duchy and Provincial Government Level Depends on whether it is in the homeland or the colony's National Governmental structure and laws. D) Local (County and Municipality) Governmental Level Depends on the Duchy and Provincial Government Level and the National Governmental structure and laws that exist in either the homeland or colony. II. Imperial Government Level: A) Executive: 1) Emperor: Monarch of the Empire. Serves as de jure HoS, HoG, and HoM for the entire Empire. Can, in theory, veto any act passed by the Diet or any of the other colonies' legislatures. Can issue Imperial Decrees and Edicts within the Empire that are interpreted as laws at any of the levels. Can carry out military actions without a declaration of war being passed, but cannot use the full force of the empire (i.e. nukes) without a declaration of war. 2) Prime Minister, Lord President of the Council Is appointed by the emperor and serves at his pleasure. De facto HoG of the entire empire and head of the Privy Council. Speaks with the voice of the emperor, and as such has many of the same powers of the emperor; though he may be superseded by the emperor on a decision that is made. 3) Privy Council of the Holy Luthori Empire: The Privy Council is made up of sixteen Great Officers of the Crown, including five viceroys, and any additional Privy Councillors the Sovereign may wish to appoint. These Great Officers of the Crown often head their own government agencies which are separate and not under the control of the Diet or cabinet but also very well funded, thus allowing them to supersede the cabinet at nearly every occasion and even allowing them to overturn some of the Diet's policies, which is why the Privy Council is so powerful. http://particracy.wikia.com/wiki/The_Privy_Council_of_the_Holy_Luthori_Empire B) Legislative: 1) Imperial Seal Bearer, Lord Privy Seal (member of Privy Council too) 2) Cabinet 3) Holy Diet III.
