Honorable Speaker,

The ANP brings forward the motion of Military Governance Act in accordance with the prospect of increasing our nations security and civil liberties to those who are willing to lay down their lives for our country and our cause. Furthermore the bill will also effectivily merge the National Police Department with the Military Police allowing us to consolidate funding in the future.

This bill will do the following:
Allow the Generals of our military to decide on the use of landmines in times of war, barring that of their use on our own soil with the exception of invasion.

Make Mandatory Service a requirement of all High School Graduates were as they may decide to serve in the National Military for no less then 4 years, or serve 4 years in a Civil Service role such as in the Military Police, National Police, or National Guard Unit.

Remove restrictions on recruits allowing all citizens to join the military and serve in active military roles and combat units without fear of restriction due to race or religion which will lead to increases in our overall military strength.

Merge our National Police Force and our Military Police Force into a single division giving control to the Minister of Internal Affairs. Will consolidate the accounts for spending on the Police Force and Military Police and would increase the effectiviness of our police by allowing them to train and receive special training along with military grade weapons.

Would remove women from combat roles. While controversal we feel that female soldiers while effective, will ultimately become targets for intergation. The enemy can take advantage of female soldiers and are more willing to do so then they are male soldiers, at least at this time, we believe that females have as much right to serve in the military as men, but at this point and time their roles should be limited to non combat units.

My government stands for the liberty and freedom of all Aldurian men and women. It was only last month that this government secured the passage of legislation that saw the abolition of national service, which we condemn as a form of civil slavery. The proposals of the ANP would create a hyper-militarised society that would deprive our economy of valuable workers, deprive our citizens of the proper exercise of their Human rights and create an authoritarian state in which the administration of justice is subject to the whims and mercies of improperly trained military officials. We cannot support the passage of this bill. Its provisions fly in the face of the principles upon which this Republic is founded: liberty, dignity and the rule of law.

The only acceptable provision in this law is article 2. My government had plans to introduce similar legislation ending the previous government's policy of ethnoreligious discrimination in the armed forces. If the ANP will drop all of its other proposals, then we will back this bill. Otherwise, we will veto it and introduce our own legislation.

We are willing to remove Articles 3 and 4 but Article 1 is a must for us. The Generals should have the final say in the use of landmines. It is easy to set behind our desks and demand the military make the ultimate sacerfice for our freedom, but when they come to us seeking our help in giving them the ability to save lives of our soldiers, what right do we have as politicians to tell them no.

If the removal of Article 3 and 4 will get the other two passed we will remove them.

The landmine is a brutal and indiscriminate weapon. It does not distinguish between civilian or combatant, between adult or child, between friend or foe. They can make vast tracts of land untraversable for decades and pose an unacceptable risk to the lives of civilians. We refuse to support any legislation that would enable Aldurian troops to make use of such a horrific weapon of terror.

We understand the problems and are aware of the risks associated with the use of landmines, but under the circumstance and newer technology we can put fourth the required notion to suspend and obsolete any and all pre-modern landmine and begin work on a landmine that can be detected via use of GPS technology allowing us to bury and activate the landmines then upon the no longer needing of those landmines we can disarm them and remove them.

This new landmine however will be very expensive and would not be able to be mass produced on a scale of the older landmines. However we feel that once a certain number is created we can maintain that amount and only use them in extreme emergency situations. At current Research and Development budgets and allocations it is still estimated that it would take another 5 to 7 years before the technology would be ready for use in the new landmine, and would take another 6 years to get to the numbers that we would deem as acceptable for use.

Based on this I believe its time we allow the Military to do what it needs to do to protect our people, if not deployed here then give the army the right to deploy them overseas in foreign combat.

I will not lead a government that authorises the use of such grotesque weapons of death and destruction. I find it irrelevant if technological advances now mean we have the ability to easily dispose of landmines; as long as mine fields are active, then they are a serious danger to our troops and to civilians - the latter group especially. No one deserves to die through such a horrific weapon.

We will not support this law. Even if we could, there is simply no money to fund the development of these landmines - we are in a period of fiscal retrenchment aimed at reducing our deficit and making Alduria a more stable place to invest economically. We cannot afford to devote such immense financial resources to a weapon that could only be used in emergencies.

If the ANP does not separate articles 1 and 2, then we will introduce our own legislation to effect article 2. I call on the opposition to introduce a different bill to abolish discrimination in the military on religious grounds. We will vote against any act that legalises any kind of landmine.
