MessageOk, this is as simple as it gets, with no 'extra' bits to complicate matters.

At the moment all being HoS gives you is a pretty little crown icon, which to be honest is a bit pointless. This bill if passed will not only make the HoS also the head of government, but shall also give the HoS the sole power to form governments....

In order to make it worthwhile, I've included it all in an early election motion so that a new election shall take place as soon as the bill is passed.

This will not only give us a strong government, but a clear indication of the shape that the government should take after an election, as lets be honest, we haven't exactly got a stable political system at the moment have we?

MessageNot really, it actually means that the HoS has to build coalitions, rather than anybody being able to propose one. It also makes HoS endorsements, well rather important, as whoever becomes HoS is going to be the person that puts together the government.

In essence the system that we have at the moment has an elected, but to all intents and purposes rather pointless HoS. This is basically the system that I wanted to put in place when we switched from having the monarchy, but I did not have enough proposals to get this and the Roman flavouring through. Actually, IIRC it was (the then) DNUP that had to put the Roman flavourings on top....

So, this is basically to give the HoS a purpose, and well to make the game a bit more interesting....

MessageOh and I should probably addd that what it really does coalition-wise is to in effect force coalition negotiations to take place prior to an election, rather than as a result of an election itself.

For example, say you have three rough blocks of parties. Lets say for simplicity's sake a communist block, a facist/nationalist block and a centrist block. Now each of these blcoks could choose to endorse the HoS candidate from the strongest amongst them, ideally with the other parties not putting forward a candidate (so as to maximise the votes for the agreed candidate, and thus hopefully getting into the 2nd round), or potentially, they could endorse the centrist candidate, if only to prevent the opposite extreme from getting the HoS....

With regards to what happens with coalitions. In essence the parties that endorse your HoS candidate are going to be expecting a place in government if that candidate gets elected HoS. However, chances are that you won't have an overall majority, so will need to include one or two parties from another 'block'. You can negotiate this before or after the election itself, chances are it would be after, as you don't want to includes a party in government that didn't support your HoS candidate now do you?

MessageI'd support #1, and I'm willing to go with #3, although I'd much rather see a system where the #2 party in the governing coalition (behind the HoS) generally took the HoG spot - I think that spreads the power around better - but since that's traditionally not happened often I suppose it's rough...

But I really don't think we're served with having early elections again so soon after having elections.

Anyway, I am proposing a similar bill without the early elections, and I hope that this time RPD and LPP will vote for it.
