Proposed by: Committee of Social Justice and Equality, Committee of Security and Defense and Président Merlin Schulz. Several Committee's within the ANP along with the President Merlin Schulz have proposed the following changes to the Judaical System in order to ensure security of the nation. The following are reasons for the change of the Judaical System. - Criminals who have committed serious crimes will be given a period of 2 years where they will be unable to vote. At the end of 2 years should they have remained out of jail and have completed other requirements of their programs they will be given the right to vote once again. - Extradition will only apply to those criminals who have committed capital offenses in foreign countries regardless of their punishment upon finding the defendant guilty. However, nations that allow torture to obtain a confession or other instances of abuse will NOT receive the defendant and instead the defendant will be placed within an Alduria Embassy until such time as the trial. - The Death Penalty will only be applied in cases of capital crimes and in the cases of treason. Capital crimes are defined by the Judicial powers currently in effect. - The Government will actively create a program and department directly under the Department of Foreign Relations that will coordinate with the Department of Internal Affairs to work on seeking out and deporting illegal immigrants. This new department will be given the name of "Internal Security Agency" (ISA). - In the way of medical malpractice there will be a cap on monetary compensation based on the severity of the situation. Situations that leave no long lasting effect to the plaintiff will receive monetary values based on the Court Cost, Medical Costs, and Worker Compensation. Situations with long lasting effects will result in a larger medical cap. - There will be the creation of a National Police Department funded by the National Government. All Local Police Departments will be placed under control of a Bureau of Control (BOC). These B.O.C's will report directly to the National Police Department led by the Department of Defense. - All able bodied prisoners will be required to work without wages. All time spent towards the manual labor will decrease their time in prison. Signed, President Merlin Schulz |

Message | Monsieur le président, The Capital Crimes (Abolition) Act was one of the last government's crowning achievements. We accept that the ANP has won the public debate on many aspects of the justice system, including extradition reform, but we implore our coalition partners to abandon Article 2 of this legislation. We outlawed the death penalty in eleven years ago and went on to a win two more terms in office by huge margins, and the ANP has agreed to give us the justice portfolio in our coalition negotiations. We are willing to reluctantly embrace other elements of this bill, even if we do not like them, if the Nationalists will abandon their plans to reinstate the death penalty. Message | We believe that the death penalty should only be allowed with consent of the accused. We believe all humans have the right to vote, and utterly oppose this proposition of "alien" witch hunt. We oppose extradition. All of these objections are firmly based in our strong belief in humans rights for all. |

Message | Honorable Speaker, If we were placed in the same position as another nation where a murder was demanded for prosecution by the family of the victim we would be expecting the other nation to send us our criminal. IF they refused this Parliament would be furious about that. I think it goes without saying that extradition is not a one way street. As for the death penalty, we believe that forgiveness belongs to God almighty and in that we must understand that as it stands our prisons are overwhelmed not just with the lesser criminals, but with murders, mass murders, and rapists. In this case many families are crying out for us to do what needs to be done, get revenge on those that have harmed and killed their children, husbands, wives, and so on. The search for illegals is a necessary evil, obviously if they are here illegally then they are breaking the law and therefore need to be sentenced for the crime of National Trespassing.
