| (1) This bill authorizes the Treasury Dept. to purchase the domestic production of Crude oil from the market thereby allowing the economy to adjust to a 100% Renewable energy policy centered on Solar technology, Celluose (Switchgrass) Ethanol, Bio-Diesel, Wind, hydrogen fuel cells, and RECYCLED GARBAGE into electricity; (2) This bill creates an "Oil Standard" whereas for every RUT printed by the Government, it is LINKED to a measurement of oil at 20 RUT per oz. of crude oil. (3) This bill allows private banks in the market to set their own interest rates without price dication from the Central bank. (4) This bill raises the Reserve Ratio to 100% thereby abolishing the inflationary practice of fractional reserve lending. (5) This bill makes the Oil-backed Rutanian Dollar legal tender for only PUBLIC debts thereby legalizing private currencies in the Free Market; NOTE: This bill has been endorsed by the Rutanian Petroleum Institute (RPI), the lobbying organization of the Oil Industry, for its support of the government buying up all of the domestic production of crude oil. |

| Message | This bill has been ENDORSED by the Rutanian Petroleum Institute (RPI), the lobbying organization of the Oil Industry, for its support of the government buying up all of the domestic production of crude oil. In essence, the we are forging a compromise with the Oil Industry where the government buys them OUT of the market so there is no oil left for energy consumption but instead used as a commodity to back the failing Rutanian currency. |

| Message | To the distinguished members of the Urban Party of Rutania: (1) While this bill enforces highly restrictive pollution standards, it is fully ENDORSED by the Rutanian Petroleum Institute b/c authorizes the Treasury to purchase all of the domestic production of crude oil (22 million barrels) for 1 Trillion RUT from the oil industry thus buying them OUT of the market in order to establish a 100% Renewable energy policy centered on Recycled garbage into electricity, Solar, Wind, hydrogen fuel cells, and Celluose Ethanol. This energy creates GREEN jobs for the Rutanian economy. (2) The "full, faith, and credit" of the economy means in plain english that the currency is backed by NOTHING but the word of POLITICANS. Our currency is worthless NOW. It is toilet paper with the government's signature on it. Now that the currency is backed by "Black Gold" (oil), the Rutanian government is forced to contract the money supply by 75% thus REDUCING the price level of goods and services in the economy by 75%. That means that a gallon of milk that previously cost 4 RUT per gallon will now cost ONLY 1 RUT per gallon thus lifting millions of Rutanians out of poverty. (3) Also, if the price level is reduced by 75%, that means in economic terms the price of CAPITAL goods (goods used in production) is reduced by 75% thus *incentivizing* manufacturers to increase production thus reviving our manufacturing sector of the economy.
