Message | Central government can set policy to treat all regions fairly, for example helping those with less developed economies and so helping to avoid internal economic migration at the expense of poorer regions. Local Governments may have too narrow an outlook that could cause problems at a national level or additional cost - in the example above those increasingly poorer regions need more social welfare. |

Message | I'll concede the point that a bad local policy on some things can cause national problems - like pollution standards; one really polluted region can damage the entire nation's ecology. However, on this account I don't see how they could badly damage things. What could go wrong? Also, what is bad about 'internal economic migration'? How does it cause anyone expense? |

Message | "Also, what is bad about 'internal economic migration'? How does it cause anyone expense?" It encourages any rich-poor divide that is developing in the country and increases regional prejudice. It will also alienate voters in the poorer regions who feel that their needs are being neglected, and are therefore more likely to be dissatisfied and prone to revolt. |
