MessageMr. Speaker,

On the whole this bill is commendable. Furthermore, we wholeheartedly agree that Luthori and the Empire would benefit substantially from having a more well-educated population. We are a world leader in many areas, but our education system is currently inadequate.

However, we do have concerns regarding article 2 and we believe that 'The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.' would be a better alternative. These would not only be universal but also the loans would be proportional to family income so it would still benefit students from the lower-classes more. It would also mean that the government would recoup some of the money, but on a very moderate scale in order to make the loans affordable for students.
