They have senselessly attacked us while we made attempts for peace. Any chance for peace is now gone. The gale of war sweeps from the east and we must respond in full. In accordance with my position I have directed the naval and air forces to conducted operations against Deltaria until the army can be mobilized which I ask this Congress to do.
