THEREFORE, BE IT RESOLVED THAT the jurisdiction of enacting laws with respect to replanting trees from a logging operation be given to local governments.

MessageThat will be up to local governments to decide. If the local governments want to allocate money to the forestry budget for replanting programs, that's up to them. Alternatively, if they want to let Private enterprise manage the forests at their cost, they are free to do that too. The decision will rest entirely with the Local Government.
