The State recognizes the importance of a functional and mutually beneficial partnership between the government and private entities. Banks are vital cogs in an economy, and as such, it is important to ensure that power is not monopolized towards one entity alone.

Freedom, therefore, shall be accorded to the public to operate banking institutions. Their conduct, however, shall be subject to the policies set forth by a government-controlled Central Bank. The Central Bank shall have the power to interfere in the operation of private banks that the government deems to be disruptive and perilous to public welfare.

Lastly, allowing the proliferation of banks would increase competition, leading to improved services for the public. Provisions are already in place that would disallow the monopolization of power.
