This bill seeks to restructure the space exploration sector in order to make efficiency savings to the national budget and to modernise this sector in line with market principles.

The Cosmopolitan Alliance sees space spending as a luxury we cannot afford when there are so many more pressing issues at home and abroad - never mind in other galaxies.

And yet we also cherish the scientific spirit and technological progress space industries have helped to nurture, launching satellites into the sky and peering into the furthest reaches of our universe's past.

Therefore our proposal is that:

a) The national space agency be closed down.
b) That in its place a government controlled regulatory body be established to deal with space industries.
c) That this regulatory body issues permits to private space-exploration companies that meet government-set standards, who must then take on the financial burden of for-profit space exploration.

We feel that the innovation and outlook a market-based approach brings will be good news for the space industry and investors, while we also feel that the state budget needs to be spent on more appropriate needs and services.

By issuing permits for specific projects to companies that we can vet, we still retain a degree of policy control over what gets launched, which projects get approved and who is able to operate in our territory, while lifting the cost burden from taxpayers. This ensures that the bill stays in accordance with Jelbania's current ratification of the International Space Agency treaty, which allows for private operation through permits.

And with corporation tax at a healthy rate of 70%, the national budget should benefit even more from private investment in this area.

MessageWe applaud this motion to reduce governmental waste when so much work is needed to be done here on Terra, and will happily work to see it passed in the future. With corporate taxes as they are, however, we doubt that private space exploration companies will consider registering in Jelbania when other, more profitable, options are available to them.
