Message"Direct elections are not the only democratic method to decide about mayoral powers. This bill overcomes the centrally imposed structures that have been recently introduced and returns to the democratically elected representatives the power to decide which system is best suitable for their own locality. There can now once more decide whether they wish to distribute mayoral powers between the democratically elected local councillors, or if a parliamentary system, where the mayor is elected by and has to enjoy the confidence of the democratically elected local council, or if a "presidential" system, where the mayor is directly elected and independent of the local reprentatives is most suitable for their locality. "
