Old value:: The government grants no diplomatic immunity and foreign diplomats are subject to arrest and prosecution and civil action under all laws of the host nation.
Current: Diplomats are exempt from prosecution for criminal acts but not from civil lawsuits, but may still be expelled because of criminal acts.
Proposed: The Government grants full diplomatic immunity and foreign diplomats are protected from arrests and prosecution from all laws and are protected from civil lawsuits, but may be expelled.

Message | Mr. Speaker, Unfortunately diplomatic immunity is a necessary pre-condition for good diplomatic relations. Diplomats from an enemy country, for example, must be protected from being framed for a crime and prosecuted if we wish to continue our diplomatic ties with them.
