MessageOOC: No the HoG is the Speaker, and is thus the 650 member of the Diet. Which is why we have 649 as our number. He does not talk as he is the chief bureaucrat of the empire has he has been for the past 1000 years. Yet that would take reading have the cultural protocols and such that you obviously just don't give a damn about.
