MessageWe oppose requiring tree replenishment during logging operations, but our current pollution laws encourage replanting as soon as practicable (since tree planting gives pollution credits which are marketable) and also require that the land be returned to its original state at the end of the usage period.

MessageThe description is the law. The limits of the game mechanics require that any legal position more complex than the proposals available be set out in the description. I'm not sure where exactly the game says this, but I believe it's either in the wiki or the tutorial.

Or are you saying that the description would not have the effect claimed? If it is the latter, I would be perfectly willing to discuss revising the text to clarify the effects. I know that the existing wording is not great, I wanted to get my thoughts out there initially and expected to revise it during the debate phase, but it passed as is.
