Public money should not be squandered on paying everybody's telephone bills. We do have a duty to ensure citizens are not exploited through unscrupulous telephone companies exploiting a dominant position in the market, but beyond that, the government should keep out of this area. Besides anything else, too much talking on the telephone is not good for our society.
