| Dear The Distinguished Members of the Rutanian Parliament: Since the Commonwealth of Rutania has *various* political parties and/or factions representing a *diverse* number of people, we feel that it is *vitally* necessary to give *each* party the power to form its *own* Paramilitary---[or *independent* militia separate from the Government's]---just in the *condition* that the party in *control* of the government (the *ultra*-Conservative Minarchist League of Rutania *or* even *our* party, the CWFP) actually became *tyrannical* and *oppressed* the dissenting *economically liberal* parties (the *Sunbeam Squad* or the *National Purity Union*), then those parties can have a *right* to take back their government and restore *democracy* to the *people* of Rutania. Therefore, this bill seeks to *reconcile* the diverse view of the *parties* by implementing *Common-sense* Gun-Control laws: (1) First and foremost, in order for a Rutanian citizen to even be *allowed* to exercise *her*/his *Natural* right to own a legal firearm to protect *her*self/hisself from a *sexual pervert* (rapist), a robber/thief who breaks into a person's cherished *home* while they are *sleeping*, or a potentially (*conservative*) government that is trying to impose a *Hosian* (OOC: Rutania's equivalent to the the *radical* religious right in America) dictatorship on the *Atheistic* population of Rutania, she/he must properly *trained* on *how* to use a gun/firearm. (2) Second, *all* guns manufactured in our beloved Commonwealth *must* be equipped with *mandatory* *Trigger-Locks* (to prevent *children* from gaining access to their parents' guns) and *Laser-aims* (to help victims of crime *humanely* "maim" a criminal in the "leg" instead of "shooting-to-kill." (3) Most importantly, *nobody* can even *qualify* for a "Training Permit" for a firearm if they have a record of *dangerous*---[read: violent or classified as a "danger to *others*"]---mental illness or *violent* criminality. (4) In general response to the criticism that if *everyone* owns a gun it will "lead to war and/or riots," we must *respectfully* cite the *statistics* that *prove* that in nations that have enacted more *Liberal* gun laws, crime rates are actually substantially *lower*. This is can even be confirmed by simple *logic*: if you are *robber* and you *know* that *everyone* in the town (or the local bank) has a *concealed firearm* [as a result of recent legislation passed], will you take a *risk* of "robbing" that town/bank and eventually get *shot*??? However, if the Government *outlawed* guns for *Law-abiding* Rutanian Citizens, would that stop you as a *criminal* (who is prone to breaking laws *anyway*) from simply buying an *illegal* gun from the "Black Market" (Organized Crime/"The Mafia") and just commence to *rob* the local people in your town??? Please answer *honestly*.
