First and foremost, this bill does *not* make divorce illegal in Rutania. Rather, it just respects each individual Province of making their own laws with respect to divorce. If citizens don't like the laws of Ardina that may have banned divorce, they can just move to Delvar where divorce is *legal* thus taking to Delvar their tax Rutas. ---Brian A.
