Mr Speaker,

It is time for the elected members of the government to reassert their power over the unelected bureaucracy. It is also time to modernize and reorganize the administration of governance in Dranland and our possessions to meet the new challenges of governing in Terra in this century. In fact every so often we should reorganize and refit our public administration to better suit our needs.

We find it unnecessary for the Parliament to so specifically mandate all of these departments for every ministry. There is a logic for Parliament to establish a specific department as a part of achieving a greater policy goal; but that's not the case here. This is just nonsense.

It should be within the determination of the ministries whether it is necessary to institute each of these departments. By that means we can achieve the greatest functionality and efficiency for the bureaucracy.

If we ignore the HC comments I will address the KDF concerns. It is right and proper for the Parliament to exercise it's control over the civil service to ensure a well regulated bureaucracy. If we continue with the haphazard monstrosity we have now there will be no sense to make of the state. A rational administration of government is key to government efficiency and if the people don't know how their government functions then what how can the state run the nation? I say there must he a well established government bureaucracy to administer the state.

The government bureaucracy is not going to by dysfunctional just because the Parliament isn't mandating the creation of dozens of departments. The bureaucracy has functioned and has always been administered through our government ministers and their subordinates. And for each segment of the bureaucracy, the needs for that section can be best addressed by the minister for that section.

We do not need the collective idiocy of Parliament's politicians to try to dictate how the bureaucracy should function. Some of the people in this Parliament aren't even properly qualified, and some aren't even working in the interest of the state or the people. This is more the reason that the bureaucracy should be most managed by the bureaucrats, they're the ones who know what they're doing.
