Mr Speaker, The facts speak for themselves. We have a growing and increasingly violent separatist movement threatening the Dranish Republic who it can be suspected are being helped by outside powers. We have growing waves of terror attacks and threats against our national sovereignty and those who attempt to extinguish our republic. I ask this body to declare a state of emergency to allow our government emergency powers to stabilize the situation and to secure the republic for internal and external aggression. Rupert Muroch Parliamentary Leader Section 1. The Parliament of the Republic of Dranland hereby declares the existence of a state of emergency as there exists existential threats to the security and stability of the Dranish Republic. Section 2. Parliament hereby authorizes the relevant and proper law enforcement authorities extraordinary and exceptional powers to arrest and detain persons whom they suspect to be involved with terrorist or treasonous activity that threatens to undermine the Dranish Republic. No person shall be held for more than 7 days without further proof given to a court as to why they should continue to be detained. Section 3. Parliament authorizes the relevant government agencies the power to collect the necessary and proper intelligence gathering methods in order to combat terrorism and threats to the Dranish Republic. Section 4. Parliament authorizes the Defense Minister to call up to 35,000 reservists to service given the threats coming from Egelion, to secure the territory and protect national sovereignty. Section 5. The powers granted in this resolution are temporary and shall expire no later than 6 months after the next elections unless the powers granted herein are re-approved by the aforementioned date. |

Message | Mr. Speaker, There is certainly an urgency for state security, however this legislation is ill-focused and does not provide the proper course to resolve the threats that face our nation. The threat that faces us is a minority group of terrorists and extremists, it not necessary to implement a state of emergency upon the whole nation and to provide law enforcement a right to arrest people for simply being suspected of a treasonous activity. It'd seem that the right course of action would be to permit these powers, so to ensure the police can easily remove all threats from the public. However it will not be so simple for many reasons. In the reality, these expanded powers, while initially we may see relevant arrests, as the weeks go by there will be greater paranoia and suspicion, and soon innocents may end up arrested for simply being unpatriotic or for being one of the many run-of-the-mill ethnic nationalists we have in Dranland. Additionally, Egelion, as it stands, has provided only rhetoric on this issue and their support has been vocal. As Foreign Minister Ryeo Yongchae has stated in the past, there is no reason for us to mobilize any forces, as this will only result in an aggravation of our relations with Egelion. Our course of action on Egelion should be to monitor their activities and their interactions with pro-Egelian factions in Draland; only if there becomes a real threat should be mobilize. Until that happens, Dranish mobilization will only create an Egelian threat. President Choi Yeon-ki |

Message | Mr. Speaker, That is not aggression. That is rhetoric. If you want us to engage aggressively against every nation of the world that has insulted Dranland or questioned our sovereignty, then please, go ahead... throughout history many states have done this, but never have we ended up with war and always we've eventually seen the diplomatic rift dissolve.
