The bill description is still pending. Also, there is no guarantee that there will be any transition of the Head of State to "Emperor" as the Monarchists hope for. If the Monarchists wanted a "smooth transition" - they would have proposed the related articles together in a single bill to ensure they all passed or failed at once.
