A BILL to devolve the management of sub-university higher education to the Crownlands, in order to allow them to better address the diverse local needs of the community. BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Kaiser Otto of Hulstria, and His Imperial and Heavenly Majesty, Mikado Okatori Akihiko of Gao-Soto, by and with the advice and consent of the Imperial Diet and Imperial Courts of Hulstria and Gao-Soto, at Kien assembled, and by the authority of the same, as follows- 1) Universities (1) The Universities listed in Schedule I, and their maintenance, regulation and development, shall remain the responsibility of the Minister of Education and Culture and the Minister of Science and Technology; (2) The regulation of private universities shall remain the responsibility of the Minister of Education and Culture and the Minister of Science and Technology; (3) The Imperial Diet remains empowered to legislate in these areas. 2) Fachhochschulen and colleges (1) The arrangements for higher professional education shall be the responsibility of the Crownland Governments; in each case, their concern shall be to promote a good education within their Crownland; (2) Crownlands may not restrict access to their higher professional education systems to citizens of their Crownland only; (3) Crownlands and the educational institutions founded and maintained by them shall abide by the curriculum and examination regulations set by the Zentralamt Prüfungen und Lehrpläne; (4) The inspection and visitation of all institutions of higher education shall remain the responsibility of the Reichsinspektionsamt Hochschulbildung. Message | Herr Präsident, All members of this House will be aware, grounded as they are within their Crownlands' societies, of the diverse needs of society and economy in each Crownland. We believe it's important that matters of concern to citizens are handled as close to them as possible; for this reason, we continue our pursuit of allowing tailored provisions to local governments to better meet their local needs which we started with the Feuerwerksgesetz Herr Fukuyama proposed somewhat 6 months ago. Mitrania has its agriculture and information technology, Budenlar its automobiles, and so on and so forth. It follows that different focuses in the funding of higher education institutions are required. Since we here in Kien cannot oversee all that, it would be wise to devolve the funding of higher professional education institutions and vocational education to the Crownlands, where they are able to set those priorities. Universities are an exception to this. As the highest level of education, we believe the university system is a matter of national interest - our future as a knowledge economy depends on them. Universities do not merely educate professionals, they are institutions of learning and scholarship, the findings of which would benefit from a continuing Crownlands-wide focus.
