A BILL to restore the special recognition given to the Luthoran Church of Hulstria and the Kamist religion for their cultural significance to Hulstria and Gao-Soto.

BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Kaiser Otto of Hulstria, and His Imperial and Heavenly Majesty, Mikado Okatori Akihiko of Gao-Soto, by and with the advice and consent of the Imperial Diet and Imperial Courts of Hulstria and Gao-Soto, at Kien assembled, and by the authority of the same, as follows-

1) Recognition of the cultural significance of certain religions
(1) The Luthoran Church of Hulstria, being the historical state religion of the Empire of Hulstria, is recognised as being of special cultural and moral significance to the history and society of that Empire;
(2) The Kamist Faith, being the historical state religion of the Empire of Gao-Soto, is recognised as being of special cultural and moral significance to the history and society of that Empire;
(3) The Emperor of Hulstria is by law reaffirmed in his position as Head of the Luthoran Church of Hulstria;
(4) The Emperor of Gao-Soto is by law reaffirmed in his position as Head of the Kamist Religion;
(5) The positions conferred on the Crowns under 1(3) and 1(4) shall not be so construed as to displace the clerical leadership of the said faiths, and shall only be seen as a ceremonial one;

2) Reaffirmation of the freedom of religion
(1) No provision of this Act or any other law or provision made shall be so construed as to limit the religious freedom that is constitutionally inherent to the residents of the Crownlands;
(2) It shall be illegal for any state-run organisation to force membership of the twin state religions on any resident of the Crownlands.

Many in the Crownlands, both religious and irreligious, carry with them the important cultural and moral heritage of Kamism and Hosianism, the two major faiths in our nation's history. Their focus on humanism, community and high moral standards are inherent to our nation's character and underpin many of our social conventions today. The important role of these twin faiths should not be underestimated.

That is why today, we propose to reinstate the Luthoran Church of Hulstria and the Kamist Religion as dual voluntary state religions, recognising their special significance.

To pre-empt criticism from other sides of the House, Herr Präsident: the House is no doubt aware that while I am a Hosian, I am personally not a Luthoran Hosian. Why would I want the freedom of religion infringed by this measure, as a Selucian Patriarchal Hosian? The answer is I do not, and I do not think such issues will arise. If anything, I value the statement made under this bill about the importance of what Hosians share, which historically took a Luthoran form, to Hulstria. The same goes for Gao-Soto and the Kamist faith of my ancestors.

I urge the House to support this bill and recognise these two important players in the moral and cultural life of our nation accordingly.

The intertwining of state and church elevates neither and demeans both. If certain cultural practices and beliefs are so uniquely special to the people of our nation, then I expect the people can maintain them without the state sticking its nose into the business

I am sad to see Frau Roth disagrees, but I accept her position. After all, I know her party's position on symbolic laws from the debate on the removal of blasphemy from the criminal code. It's a shame that she does not feel our Hosian and Kamist heritage should be explicitly recognised by the state.
