In light of the Second Presidium's failure to pass a Socialist Constitution with a 2/3 majority of the Presidium of the People in its first term, and due to the National Early Elections Act interfering with the pre-determined election schedule as set out by the First Presidium of the National People's Congress, the delegates of the Presidium of the People hereby remove one year from the term of the Second Presidium of the National People's Congress, hereby amended to end April, 3596.

Therefore, We, the Workers of Hutori, hereby deem it necessary and expedient to elect and advance those who shall represent the People within the upper echelons of the Party command structure for the purpose of selecting the officers who shall compose the Third Presidium of the National People's Congress, to be in power from April 3596 to April 3608.

The powers of the officials of the National People's Congress shall remain unchanged from the Second Presidium.
