An act to eliminate fines for residents, businesses, and industries that do not fully recycle all relevant materials. While recycling will still be strongly encouraged and recycling facilities fully funded, we believe the demands of required recycling represent an undue burden on our enforcement agencies and those attempting to comply with the law.
