We think it would better benefit the country to adopt this policy. Too often, orphaned kids go to abusive homes where they are not loved, and too often are these wrongs never adressed. Also, to freqeunt of an occurance, is that the parents of these adopted children are incapable. We believe that the parents must take a test to determine their elegibility for an adopted child to make sure that no child is put into an abusive or neglegent home. |

Proposed: Adoption is strictly regulated by the government. Only by passing several tests and by following an intensive program applicants can adopt children.
