| 1 Whereas the citizen is often the first responder to potential crime scenes 2 Whereas armed populaces have been proven to carry less crime 3 Whereas firearms are tools used for hunting and in international sports 3 Never shall a law be passed entirely banning the populace from being able to have civilian firearms/weapons 4 Never shall a law be passed prohibiting the sale of civillian firearms/weapons 4b persons with criminal history and/or with a mental illness may be prohibited from owning and using firearms 5 This amendment establishes a Civilian Militia that shall consist of volunteer citizens that may be called to action in emergency scenarios |
