Current: There are regional courts that have jurisdiction over questions of regional law and national courts that have jurisdiction over questions of national law.
Proposed: There is a uniform system of courts across the nation.
Article 2
Proposal[?] to change Government policy with respect to the death penalty.
Old value:: Religious doctrine determines the death penalty.
Current: The death penalty is illegal and is never to be applied.
Proposed: The death penalty is not applied, except for terrorism, treason and crimes against mankind.

Message | Mr. Speaker, The NRG cannot support this bill. Article 1 will cause the courts to ignore regional laws. A role for the Supreme Court hasn't even been stated in the bill description, and Article 1 takes away the right of the President to give the Supreme Court judicial powers.
