Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

The Finance Ministry proposes to adjust the government's spending budget to better address the economic and social situation of the Federated States of Rutania.

1) DEFENCE REFORM
a) A minor increase in defence spending to fund the Defence ministries plans to improve seaside defences
b) A additional transfer of Rut. 500 mln Internal Affairs to Defence, as indicated by the GRP minister of Internal Affairs

2) EFFICIENCY CUTS
a) Slashing the HoG discretionary spending, as we at the Finance Ministry really do not see any use for it.
b) Adjusting the Foreign Affairs spending to the current policy (disaster relief). The Finance Ministry believes that Foreign Aid does have its place, but recognises that a change of policy is in order first. If the Aid policy is changed the ministry will endorse an increase in funding for structural programmes.

3) IMPROVING GOVERNMENT SERVICES
a) A significant increase in the quality of education. Although parties disagree on the statistics, we are far from the brightest in Terra and funding an education system - even a private one with vouchers - costs money. The current education budget is laughable, and in dire need of improvement.
b) An significant increase in the quality of Rutanian healthcare. Funds diverted away from foreign aid that wasn't being given should be used in a social way; to improve the quality of life for Rutanians. The Healthcare budget is restored to more sane levels.

Head of Government cannot run on 3 million, Foreign needs more than 4. Make it 30 and 40.

There is no f*ing way that HS&S and Education need 7 billion, we have a private system, if we were to have a public system would the budget be 21 billion each?

Message1) What does the HoG and Foreign Office actually do? Although really I would probably support your increase for the FO though - 40,000,000 is hardly much.

2) Well we do subsidise it for the poor. Of course, with little real knowledge of how much a "RUT" is worth and no real idea of how rich Rutania even is, Im not sure if we can accurately set those in any case.

MessageWhat LIP says - education and healthcare systems DO cost a lot of money no matter how you run them. The idea is though that a) the current budget would run about 10 schools which is clearly too low b) relatively to the defence budget it is way too low. Look at some real budgets and see. Education and healthcare tend to be the largest spending posts.

I will also agree to up foreign and HoG a little but the shitty thing is I cant amend this proposal. I promise you to bring an increase of HoG and Foreign to vote as soon as this thing passed.

MessageFFS, I already indicated I would be supporting an increase in the Foreign Ministry budget after this passes. Please vote for this now, and then we can discuss the Foreign Ministry budget after. This budget change means *so* much for the education and healthcare system. I cannot believe the RDSP is so narrow-minded as to shoot it down.

If our prospective coalition partners will not even support this budget which CLEARLY embraces their values then we will have to reconsider our allegiances.
