Description[?]:

During the last national crisis, party-related paramilitary organisations took over control or were allowed to take over control of the Provinces where their party had a majority. In Provinces where there was no-one with a majority, the Reserve Troops could assume control.
Minister Spinoy and myself have debated this subject.
In our opinion, when in national crisis, we should be vigilant for external actions.
An adjacent (or any) nation could gain profit of the internal situation our country is in at that time. Let's say a 'divide and conquer'-strategy.
Therefore, we would like to prepare the National Reserve during State of Emergency and keep it on standby to:
1. be deployed in a region to support the paramilitary troops when necessary;
2. be ready to counter any external attacks.

We do believe that a party, which has a majority, should indeed be able to take control over the respective Province.

In Provinces where no party has a vast majority, we would like to form a Coalition Regime, thus the formation of a coalition between 2 or more parties and their paramilitary organisations to gain control over that Province.
The party with most of the seats in that province has the chance to propose a coalition.If 2 parties have the same amount of seats, the votes will be used to determine who can propose a coalition. If this coalition does not reach the necessary 50,01% (seats), another solution should be found. This can be formed by a coalition proposition, which should be voted by the Presidium. Meanwhile, we could still deploy the National Reserve in that area. To faciliate this formation, we could vote the potential formation of troops after each election.

If found necessary, a rainbowcoalition or unitysolution should be possible, again by vote by the Presidium.

Paramilitaries are capable of handling invasions, and the National Reserves would automatically be deployed if we are invaded anyway.

Rolf Orman is against the idea of parties forming coalitions within provinces for this purpose, as it seems to give smaller parties a significant disadvantage in everything, leaving openings for abuse of the ruling coalition's power.

MessageMr. Speaker,

I will not approve of this bill. Let each state of emergency set its own terms. We don't need to have a single way to do everything all the time. This is complicated and unnecessary, and a state of emergency will not need this. If this bill was in effect during the last state of emergency, it would have defeated the entire purpose of the state of emergency.
