| Currently there is no legislation directly responsible for the welfare of pets. Absolom ben Adamah and the PSS beleive there are some things a national government need not be responsible for. We seek to divest this power to those who can more fittingly excersise it. |

| Message | The pss beleives nation government has more important things to attend to than putting in place the apparatus for dog registration. Farming/rural areas will require different laws to urban areas, and the best authority to formulate these would be the local communities themselves. |
