Herr Präsident, the importance of vocational training for many young people in this country cannot be underestimated. I propose, therefore, that the government provide funds to Crownland governments establish vocational training schools under the aegis of the secondary education system and the supervision of the national Education Ministry. Most of these schools will be attached to already existing tertiary vocational training colleges, so the establishment of entirely new schools will rarely be necessary or desireable. These schools will be hybrids between traditional secondary schools and vocational training colleges, and will admit students for courses of two years when they have completed tenth grade, that is, when they are sixteen. This government understands the importance of individual education, and we recognise that some students would benefit more from a professional education which teaches them a trade in addition to the skills that are ordinarily taught in a secondary school, instead of what one might call a liberal education.

OOC: I apologise for the clunkiness of the variables. There is simply no other way to enact this proposal in actual game-mechanics terms. Art. 1 would be better phrased, in this case, as the Crownland governments maintaining vocational training schools with the oversight of the national government. So forget about the universities.
