In light of the recent National Assembly elections we, the Beluzian Syndicalist Party, wish to suggest a number of guidelines for the future conduct of legislative business the Assembly.

The recent Assembly term 3638-3640 was characterised by political instability and the inability of parties to form a stable majority government. This, combined with the formaiton of several new political groupings, led to the profusion of legislation while no solid electoral blocs existed. The result was a general confusion with bills being sent straight to vote, without any debate phase, and in the hope of forcing legislation through in a snap vote. This forced urgency was further encouraged by the knowledge that an election could come at any time.

We therefore would wish to recommend the following protocols the future:

1) That the Assembly's first order of business should be the formation and vote of approval on a new majority Cabinet, and that no other legislation should be proposed or put to a vote until a new Cabinet has been approved.

2) That the Assembly should always prioritise the formation of stable majority government over all other business.

3) That when new legislation is proposed we honour the debate phase of the bill. This would allow for meaningful debate, for amendments to be made, and for more legislation to (hopefully) be passed. Legislation which will better represent the majority will of the people. This will hopefully increase the proportion of bills our Assembly votes on which pass successfully. It will also allow all parties a reasonable amount of time to see and consider new bills before needing to vote, thereby encouraging the participation of all Assembly parties.

4) That a debate phase of minimum 6 months be encouraged for each bill put to the assembly.

- that parties ideally express their reasoning when opposing bills, so that the Assembly can more constructively propose legislation in future.

These proposals take the form of an Assembly Resolution. Adherance to them would be entirely voluntary and down to the parties themselves to maintain. For the purposes of gauging how supportive the wider Assembly is of these suggestions, could we ask that the other parties register their support as a simple "yes" or "no" vote. This "yes/no" vote may, on this occassion, be allowed to supercede suggestions 1 and 2. Comments through the debate mechanism can be considered as "amendments" to the above, where they are agreed upon by all.

MessageWe find these platitudes bland and tedious. However, part of our energy came from the inactivity of the major 'ruling' groups. While we object to the forcible binding of differing forms of political expression, we feel that it is more important that actions occur, that entropy be defied.

MessageAny situation of overwhelming voluntary action places non voluntarists in involuntary positions. In this instance, non-cooperation disincentives bills to be passed, restricting flow and increasing stagnation of the legislature. We are against deceleration and thus must comply.

The quality of discourse will always be poor due to the very nature of this structure we now inhabit. We either challenge it, or become subsumed within its mechanism.

For article 3, some of us wonder if this applies to bills passed before this Protocol was proposed. Are we in violation if we push this through?

MessageArticle 3) Yes this would apply to all bills. The intention is to focus the Assembly's attention on electing a new cabinet as the first priority. Then , once we have the certainty and stability of majority government, we can focus on free debate and voting on legislation.
