At this point in time the cabinet is locked and no one can propose a cabinet because we are a monarchy and the head of state is not controlled by a party, so we can continue blocking legislation like this or we can wait until we can actually propose a cabinet.

IC: I do agree with it but seeing how nothing was getting done, I thought one step. He wouldn't have any power the game is set up where monarchy (like us) the King (or Queen) has no real power, and that provision is for presidential democracies where people elect the head of state.
