Preamble:

Recognising the potential for, in a globalised modern economy, foreign incursions of a market nature to be as damaging to a victim nation as military assault.
Further recognising that many nations may have state run economies, giving foreign investment the potential to put vital Rutanian assets and properties into the hands of hostile powers.
The parliament of Rutania hereby adopts the following:

Article 1:
The federal government of Rutania shall not grant any nation under the control of a facist or militaristic nationalist government the right to buy into Rutania, nor shall any company registered with, or otherwise associated with nations of such a nature, be granted said privilege.

Article 2:
The Foreign Affairs department may at any time classify a nation as 'high risk', and ask the parliament to extend the provisions of article one to cover that nation. This provision extends to nations with growing facist or militaristic nationalist movements with the potential to have extreme influence or outright control of the nation in question's domestic politics.
