Message | The PDP feels that the army is not independent of the government or the capitol. The army is a part of the state and is necessarily required to act in accordance to the policies of the government of the day as elected by the people. Usually that involves national defence as that is a fairly common policy, and at the behest of governments it could be to provide peacekeeping operations to preserve stability in our region. The parliament should reserve the right to place whatever limitations or otherwise on the army. This is because the army is acting according to the elected legislator's strategy AND because ultimately the government is responsible for the army's conduct as the army is an instrument of the state. |

Message | I'll note that in countries where land mines have been used, especially by the US Government, most casualties are innocent civilians not only in but also after war. That is there has been an abuse of mines in the past. While we shouldn't necessarily eliminate their use, we should have some oversight regarding how often they are used and whether they are really effective and/or necessary. We urge you to oppose. |

Message | We believe that army is still better equipped to decide this issue because they are or have been in combat, know the situation better then lawmakers on this issue. The elected lawmakers do not know war stratgeys, unless they were in military. On this issue the government should let the army make the descsion themaelf, they are more informed on it, and will know better where to use them, when, how and etc not a buearcract. |
