The water used to hose a garden, wash a car, or power a fountain doesn't all have to be as pure as drinking water. So we propose a system to allow us to use water intelligently. |

Message | Though devolution of standards would be nice, it's more important to get this regulation through first. Perhaps enforcement of the standards can be localised later, but the standards set nationwide. |
