MessageMr. Speaker,

After substantially increasing funding to areas of core importance for Rutania's future, notably in increasing funding to Infrastructure construction, advancing Rutania's education system and to provide high quality healthcare to all, this government believes now is the time to reduce the deficit spending we tapped into. Rutania had a long history of balanced budgets, but over this time neglected to create the infrastructure, innovative education and comprehensive health programs that is the basis of a competitive economy and strong society. Solidarity has undertook the expansion of the public hospital system, public transit, universal healthcare and pharmacare and removed the financial barriers to post-secondary education.

Now, however, in order to protect these social programs and our strong economy, this government believes it is time to move towards reducing out deficit spending until we again reach balanced books. In order to be socially responsible and sustainable our government must be fiscally responsible and sustainable. These were difficult cuts but will not impact any core programs or services depended on by Rutanians. Nor should they expect any decline in services. The bulk of these cuts come as commitments to new capital end.
