We demand an aristocracy " rule by the best", and like the ancients before us we distinguish this from an oligarchy "rule by the few". Titles shall be granted for skill, knowledge, achievement, and displaying of virtuous conduct. Illicit conduct may be cause for revoking of titles. Nobility will rule alongside elected representatives.
