He sees no need to separate the two forces, nor to enact laws to prevent excessive use of force, or collusion of the Military's power in the citizen's every day life? Message | Mr. Speaker, Firstly, we have already proposed a bill intended to strictly regulate the conduct of on-duty law enforcement officers. Secondly, it is far easier to combat corruption and abuse within a decentralized two-tier system which places all police officers under control of their local governments and a very small number of military law enforcement officers (which may only be deployed during a state of emergency) under control of the national government.
