If we are not at war and have no reason to fear military action from other countries, there are a few legislative rules on military policy that could be friendly towards other nations. Does this mean that we would no longer be allowed to carry out assassinations?

We currently believe Lodamun is in no form of external threat at this moment in time. By re focusing our intelligence agency I believe this will even make us safer as a nation. We dont believe there is a need for such acts mr speaker.

The point is that we shouldn't wait until the nation has obvious threats. We should try to identify threats, and keep ourselves prepared for any act of hostility against the Lodamese state.
