| Section 1. A state of emergency is hereby declared across the Zardic Federation. Section 2. The Zardic Federal Government is hereby authorized to call up all reservists as needed to protect the integrity of the Zardic Federation. Section 3. The Zardic Federation shall draft no more than 65,000 civilian persons a month to provide for the national defense of Zardugal. Section 4. Martial law is hereby declared in Kalvario, Ingomo and Endiraho. New military governors and administrations will be appointed by the President of the Federation. Section 5. The cities of Limenostomo, Belgae and Kostanidian Bay are hereby designated as Federal Districts and are now under the direct administration of the federal government. Section 6. The National Guard in all five states are hereby federalized and placed under Presidential command. Section 7. The Congress does not authorize offensive military action against Vanuku, Jelbania, Deltaria or any other nation apart of the Tripartite Alliance. Section 8. The Internal Affairs Ministry is hereby authorized to call up recognized paramilitary groups to help police and patrol the country and secure from foreign aggression. |
