| Members of Parliament -- Recently, in consultation with the Ministry of Science and Technology, it has come to my attention that our scientists and engineers have nearly perfected the creation of an energy dome made up of electron particles that can withstand the penetration of any invading force, such as launched missiles. Each energy dome can span up to a hundred miles in diameter, and can effectively protect an entire metropolitan area and its surrounding supportive rural areas from any outside threat. I believe that such a shield would safeguard our cities from possible terrorist threats as well as bolster our defenses immensely should we engage in any warfare with hostile invaders. This is, therefore, a formal request from the Ministry of Defence for 2,000,000,000 extra RUT to fund this defense program so that we can install these energy dome, to be known formally as Rutanian Aero Defense Shield (RADS), across five of our major metropolitan areas. We would recommend that these include our capital, Vanderburg, and the one major city in each of the other four provinces: Newtonia, Ardinia; Karlsdorf, Bozarland; Floral, Delvar; and Meinzar, Kragusrov. Installation of the RADS will commence immediately after getting this special funding approved, and we estimate that such installation will take no more than two calendar years. Sincerely, Adm. | Message | Mr Speaker The UNSC would like any information regarding possible heath issues from the domes, as high energy electrons are considered radiation particles (Beta particle radiation). We would also wonder where the extra billion RUT will come from without going into debt, since we have only a 155.5million RUT in surplus a year. |

| Message | Members of Parliament -- Although Minister Neins assures me that the domes are safe, I will get the health information requested by the UNSC from our Ministry of Science and Technology, but I also request that the Minister of Health and Social Services attend this meeting as well, so you are not only hearing the information from me. Also, I am hoping that other Ministers with large budgets who believe the domes are a wise addition to our defenses will earmark some funds towards the installation of the domes. Defence can dedicate no more than 250,000,000 -- and we also plan to maintain the 100,000,000/yr upkeep on the domes indefinitely. So, we will need another 750,000,000 before we can proceed. And since this is a matter that affects us all directly, all Rutanians that is, the Ministry of Defence will not begin installation unless this plan is first funded, and then approved by the legislature.
