MessageSenor President, the reason research in nuclear weapon weaponry is permitted is to avoid damage created and that is the reason the government maintain a bunch of shelter around the nations, to avoid the damage that may cause a nuclear attack on our nation, but we do not need a nation, Creating nuclear weapon would be a signal send to all nation, that Baltusia is ready for war and do no care about killing civilians.
