Description[?]:

We would like to start a treaty which states that:
-criminals will be handed over to their official nation, if that nation has signed the treaty.
-those criminals will be trialed in their official country.
-the country in which the criminal has citizenship will make sure the criminal will never enter the country that has handed him/her over again. If the criminal does so, he/she may be considered renegade.
-no country that signs the treaty will execute citizens of another country signing this treaty.

those who do not sign the treaty will not be bound by it. That works in two ways. If a nation doesn't sign the treaty, we can do with their citizens that commit crimes within our borders whatever we want.
