The people of Malivia, striving for a stable and democratic order for their country hereby establish this Constitution to facilitate these goals. Chapter 1: Titles and Styles of Malivia Article I: Malivia is hereby renamed as the Federal Republic of Malivia and shall become a federal republic. Article II: The national language of Malivia shall be Dundorfian. Chapter 2: Federal Parliament Article III: All legislative power is delegated to the Federal Parliament and its members. Article IV: The FP shall consist of 350 members, elected in a proportional manner every 6 years. Article V: The Speaker of Parliament shall be the head of the body and shall control the rules of debate and shall impartially oversee the work of the body. Article VI: By a majority vote, the Federal Parliament can dissolve itself early and call for early elections. Article VII: The Federal Parliament shall name and elect its own officers including the Speaker and shall do so on a regular basis. Article VIII: All appointments to the Council of Ministers must be approved by the Federal Parliament, including the Chancellor and Parliament shall exercise the appropriate level of scrutiny over the ministers and their work. Article IX: Parliament shall make and craft all laws needed to ensure a functioning Malivian State. Chapter 3: Chancellor and Council of Ministers Article X: The Chancellor is to be the head of government and in charge of the work of the Council of Ministers. Article XI: The Chancellor shall be nominated by the President and shall be approved by Parliament along with the Council of Ministers. Article XII: The Chancellor is responsible for the administration of government for Malivia and creating and coordinating the implementation of policy with both the Council and the President. Article XIII: Both the President and Chancellor designee shall work together to appoint the different ministers of the Council. Chapter 4: President Article XIV: The President of the Republic is the head of state of Malivia. Article XV: The President is responsible for naming the government, ensuring the integrity of the Republic, commanding the armed forces and representing the people and state of Malivia with honesty and integrity. Article XVI: The President will be elected directly in a popular vote. If no candidate receives an absolute majority of votes, a runoff will be held and the President will be elected from the top two vote getters of the initial round. Article XVII: The President's powers are defined as: commander in chief of the armed forces, to grant pardons and reprieves of sentences when consulting the Council of Ministers, appointing and nominating the heads of the various government offices and positions and ensuring the laws are executed in a fair manner. Chapter 5: Judicial Branch Article XVIII: The Supreme Court of Malivia is the highest court in the land and it shall have the power of judicial review. Article XIX: The Supreme Court, when called into session shall have 9 justices appointed the following way: -1 (Chief Justice; appointed by the President) -4 (named by the largest party in Parliament) -1 (named by the second largest party) -1 (named by the third largest party) -1 (named by the smallest party) When circumstances warrant, the above shall change to reflect the political makeup of the Parliament. Article XX: When not in session, the Chief Justice shall handle the courts day to day work and shall ensure the integrity of the judicial system. Article XXI: Parliament shall create lower courts in order to handle judicial needs. Article XXII: A judge, including the chief justice can only be impeached by a 2/3 majority vote from Parliament. Chapter 6: Amending Article XXIII: All amendments to this constitution shall be proposed in Parliament and debated in a public and thorough manner. Article XXIV: An amendment must have a 2/3 majority vote to pass and become law. Chapter 7: Freedoms and Human Rights Article XXV: Parliament can make no law adopting a state religions as the state is officially secular. Article XXVI: The freedom to peacefully assemble shall not be impaired except on grounds of safety. Article XXVII: The freedom to petition the government without fear of reprisal is enshrined in law. Article XXVIII: Freedom of speech and of the press is hereby guaranteed to all in Malivia. Article XXIX: The right to a public trial with a jury shall not be infringed. Plus the upper class and empowered Dundorf minority in the country are embarking on a mass change of the country.
